Prior to establishing Franklin Benefit Solutions, Stacey was a consultant for a major health provider, University of Michigan.  Stacey consulted with employers both public and private on a wide variety of topics such as Medicare and medical programs.  Her experience includes strategic planning, benefit design/administration, consumer driven health plans and cost management techniques.

Over the past 15 years Stacey has provided clients with results orientated solutions specifically tailored to their needs.  Stacey's accomplishments include:

Designing and implementing cost management processes for employers, which provided significant return on investment and improved control of medical, dental, vision, disability and retiree health care.


Developed systems to help identify health cost increase drivers and meaningful strategies to address them.

Worked jointly with management and labor to implement redesigned benefit programs which lead to lower cost and improved employee satisfaction.

Advised clients on post retirement medical issues, concerning Medicare.

Provided expert medicare analysis with plan design and prescription drug coverage.

Stacey holds a bachelor of Arts Degree from Central Michigan University.  She is a frequent speaker on the topic of consumer driven health plans, retiree health care and Medicare.

She holds professional membership in the National Association of Health Underwriters.  Past president of the Greater Flint Arts Council, was active with the Blue Cross Blue Shields agent advisory council.

Stacey enjoys golf, reading, running and traveling with her husband Bill LaFay.

Michael is Chief Executive Officer and employee benefits practice leader at Franklin Benefits with 20 years of experience, Michael has been leading the growth of our employee benefits practice since 2007.

His areas of concentration include employee benefits, with a focus on fully/self insured health programs, in addition Michael is licensed financial advisor, having designed over 100 group retirement programs.

His experience includes data analysis, cost management techniques, self-funding arrangements and designing health and pharmaceutical benefits.  Michael's accomplishments include:

Developed systems to help identify health cost increase drivers and meaningful strategies to address them.

Design actuarial evaluation systems to compare various funding and plan designs.

Developed strategic approaches to managing health care costs, including self funding.

Pharmacy advisor, designed pharmaceutical drug programs for clients, leading to cost savings and improved employee health.

Implemented disability and life insurance benefits for nonprofit executives and employees.

Mike graduated from the University of Michigan, Ann Arbor, with a degree in the bachelor of arts.  He holds the designation of Chartered Life Underwriter, Charter Financial Consultant and Registered Health Underwriter.

He served as past president of Flint Association of Insurance and Financial Advisors, Treasurer of St. Matthew Catholic Church Council and GFAC board of directors for years.

Currently Michael is serving on the Clio Country Club Board of Directors. Michael has been married to his wife Kris since 1996, they have one son Michael III. He is an avid U of M Football fan, enjoys distance running and gardening.

Tom is Franklin Benefit Solution's compliance officer and nonprofit affinity leader with 20 years of experience.  Tom has been at Franklin Benefits since its inception in 2006.  Having practical work experience with Michigan's House of Representatives, his legislative and compliance background help serve our clients.  His areas of concentration include the following:

Designed employee/employer survey designed to improve the understanding and perceptions toward benefits and compensation.

Advised clients on regulatory compliance issues affecting group health and welfare plans.

Developed educational benefit programs for clients, seminars, webinars, legislative newsletters.

Tom graduated from Central Michigan University with a Bachelor of Science.  Tom is involved as an affinity leader for the Michigan Nonprofit Association, regarding the Affordable Care Act and its impact on Michigan employers.  Tom has sat on the Board of Directors of the Greater Flint Arts Council for the past ten years.

Connie Gartee

Connie Gartee acts as service manager for Franklin.  This senior level position is responsible for management of client service team members, as well as providing client services through strategic vendor relationship and consultative services to clients.

Connie Leverages an advanced communication skill set and employee benefits knowledge to help place insurance and benefits for our clients.  She works closely with our client's to ensure the efficient and effective delivery of insurance and benefit services.

Connie holds licenses through the state of Michigan for both health and life insurance.  She has worked at Franklin since our inception in 2006.

Connie is an active volunteer at the Davison Community Schools and in the past has helped work at the North End Soup Kitchen.  Connie is married to Adam Gartee and they have two beautiful children Jenny and Zoe.


Kristen Mills

 Kristen grew up in Durand with two older brothers. Her father is a senior designer for a semi-conductor plant and her mother owns a travel agent business. She has lived in Grand Blanc for eleven years and has been married to her husband Roger for over eight years. Roger is a member service representative and loan officer for Dort Federal Credit Union.
 Kristen has two children, Micah aged five and Noelle three. She enjoys cooking and is considered to be an expert at baking, even though she has never shared her baking expertise with us here. Her signature dishes are banana bread and Christmas cookies.
When she is not busy baking in the kitchen or taking care of her family, Kristen and her husband unwind by watching "old" 1990s TV shows.
